Germany opens up its market for IT professionals
(i) Total number of IT specialists to be recruited
Under an agreement reached between the German Federal Government and the Industrial Associations in the information and communications technology field, 20,000 maximum IT specialists are proposed to be recruited. After 10,000 work permits have been issued a monitoring
procedure will be activated to determine if there is any further need for candidates
(ii) Time limit for employment.
The period of employment for top level computer specialists is to be limited to three years with the possibility of getting an extension for up to two more years.
(iii) Status of families.
The IT specialists are to be granted residential permits. Under German law, residence permits entitle holders to bring their families right away or, failing that, to bring them to Germany at a later point in time.
(iv) Salary.
MINIMUM of 65,000 (sixty five thousand) German Marks.
(v) Skills required.

(vi) Commencement of recruitment.
The requisite legal regulations are scheduled to go into effect in the summer. Recruitment will commence immediately thereafter.
(vii) Recruitment Procedure.
German employers will register vacancies for computer specialists with the German Federal
Employment Agency which has the sole responsibility for the placement of foreign specialists. OEC shall send the CVs and the needed documents of candidates to its Embassy in Berlin for registration with the Federal Employment Agency. OEC shall also provide translated copies in German of certificates and degrees to the above agency when needed.
(viii) Qualifications.
Computer specialists with Master's or Bachelor's degree will be eligible with proficiency in the operating systems and development tools mentioned above.
** Through sustained efforts, Overseas Employment Corporation has now been able to obtain information on specific areas where specialists are being sought by German firms. For example:-
- system, internet and network specialists.
-software, multimedia developers and programmers
-developers of circuits and IT systems and
-specialists for IT consulting.
KNOWLEDGE OF LANGUAGES.
In the case of applicants who have no knowledge of the German language (preferred) it is sufficient if they have a GOOD COMMAND OVER SPOKEN AND WRITTEN ENGLISH.
COMMENCEMENT OF RECRUITMENT
On August 1, 2000 the changes in the law necessary for IT specialists to be admitted in the German labour market should enter into force with an initial duration of three years (extendable for maximum two years). Green cards will be issued to successful candidates as from this date.
PROCESSING OF APPLICATIONS
OEC will start its job placement efforts from June 15. This is the date fixed by the German authorities for the opening of the job placement market.
